One of the major problems facing the federal agencies today is how to rapidly acquire COTS‐based systems within the contractual framework of the Defense Federal Acquisition Regulations (DFAR). TASC has developed a preliminary description of a process to solve this problem. We have identified modifications to the standard acquisition process which are needed to meet the contracting and legal requirements embodied in the DFAR while effectively attaining the desired technical benefits from building a system around commercially available software packages. The process emphasizes a small team approach to coordinate technical requirements, program schedule and budget constraints, and the acquisition process.
