This paper examines the role of risk management within the training system segment of major weapon system development organizations. Too often the risks associated with the training system are overlooked because the same criterion is used to evaluate all program risks. This approach prohibits technical and programmatic problems associated with the training system from being adequately identified and mitigated early in the weapon system life cycle; thus, adding cost and eliminating technical solutions. The intent of this paper is to increase awareness of the Risk Manager, Systems Engineering Manager, Training System Manager and Program Manager as to the typical approach of training system risk management. Risk management solutions that address training system risk management problems are provided within this paper.
