This paper describes a plan to increase the capability of general engineers in the area of system engineering and to increase the number of system engineers within an organization. Key features are emphasis on a hierarchy of system engineering capability, experience and demonstrated skills, involvement of the first‐line supervisor, facilitating early responsibility, and the ability to tailor the training and experience to the needs of the individual. Included are the preliminary measures of effectiveness.
