To do high tech, high quality projects at lower cost requires that concurrent engineering, high productivity software tools and innovative management techniques all be used. We have successfully created a low cost system development process which also fully integrates needed System Engineering descriptives. This paper describes our novel approaches to management structure, team integration, plus planning and conduct of system engineering. This process is now a role model for new projects in our organization, and has broad application.
