The paper documents a successful method used to define and improve a systems engineering process. Using the group consensus, employee‐oriented techniques of the Total Quality Management method, Harris Information Systems Division has standardized and significantly improved their systems engineering process over a four‐year period. The development of the standard process uses a ten‐step improvement method previously applied only in manufacturing areas. The Systems Engineering process team, consisting of experienced systems engineers, sequentially defined process outputs, internal/external customers, process requirements, the detailed process, and metrics.
