This paper describes how the system requirements were developed for the Assured Crew Return Vehicle (ACRV) and analyzes the changes to those requirements over the past three years. The project manager took decisive steps to ensure good initial system requirements. The “goodness” of the requirements can be assessed by the character and amount of changes that have occurred.
