This National Assessment of Educational Progress (NAEP) study analyzes the efficacy of combined national and state NAEP samples. The main goal of combining NAEP national and state samples is to provide an integrated way to implement NAEP assessments and to reduce the burden of state assessments by administrating one assessment. The study is based on combined samples of the 1998 and 2000 NAEP assessments.
