The types of planning needed in country towns, the appropriate regional scale for this planning, and the agencies able to undertake such planning are examined. A distinction is drawn between commitment, contingency and adaptive planning and each is associated with a different time perspective and a different type of knowledge of the future conditions in country towns. It is argued that although the present planning machinery, based on local government, is satisfactory for the day‐to‐day management of country towns, it is inadequate for long term planning.
