This article discusses the U.S. Environmental Protection Agency's (USEPA's) Final Plan for Periodic Retrospective Review of Existing Regulations (USEPA, 2011). This review is in addition to the regular six‐year review of existing regulations required by the Safe Drinking Water Act (SDWA). In its final plan, USEPA added reviews of the Consumer Confidence Report (CCR) regulation and the Long‐Term 2 Enhanced Surface Water Treatment Rule (LT2ESWTR) to its planned review of the Lead and Copper Rule and to the development of a group regulation for Carcinogenic Volatile Organic Chemicals. The article also discusses the creation of the Water Infrastructure Finance and Innovation Authority (WIFIA) that would provide direct, low‐interest loans for water projects too large for state revolving loan funds (SRFs).
