This article discusses a project by St. Paul (Minnesota) Regional Water Services (SPRWS) who hired AECOM Technical Services (then Consoer Townsend Envirodyne Engineers) to prepare the Emergency Response and Recovery Preparedness Manual in 2003 for the McCarron's Water Treatment Plant. The manual contains an activation chart for putting a response and recovery team in place, and resources that define each team member's role and specific responsibilities before, during, and after a disaster. The manual also contains a record of every tabletop and simulation training event as examples of how to run an efficient incident response and recovery effort. Development of the manual included the following steps: interviews with key staff members; development of an activation chart; listing potential disaster events that might affect the facility; development of checklists and worksheets for each team and team member; development of resources tuned to specific disaster events; tabletop training exercises; and, simulation training exercises.
