In his column, AWWA Executive Director David LaFrance discusses how utilities balance the use of reserves, debt, and rates. As a new year's resolution, LaFrance offers the following: in 2011 we should resolve to increase the public's understanding of the importance of maintaining a strong, reliable water system as well as to educate them about the fact that the cost of doing so is and will continue to be on the increase. We should also wean ourselves off the use of reserves for meeting our costs and restore water rates to a level at which they reflect the cost of providing the service.
