In his column, AWWA Executive Director David LaFrance discusses the issue of explaining the inherent risks in operating a water distribution system that is buried underground where no one can see it. LaFrance discusses the importance of reinvesting at increasing rates in our distribution systems to avoid rising numbers of ruptured pipes, lost water, service disruptions, and poor water quality. By reinvesting, he points out that distribution systems will continue to remain out of sight where they belong.
