This article discusses a study done by the National Infrastructure Advisory Council (NIAC) to explore the problem of insider threat to the security of water systems. The NIAC report describes the insider threat as the potential for an employee to use his or her position of trust to cause significant disruption to critical infrastructure services. This potential is a combination of two key elements: access and inside knowledge. The article presents information on common elements and psychology of perpetrators of insider attacks, and provides steps to safeguard against an insider threat.
