This memorial column pays tribute to Lt. Col. (Ret.) Al Warburton who served as legislative director for more than 15 years in AWWA's Washington, D.C., office. In that capacity, Lt. Col. Warburton represented AWWA in Congressional deliberations over federal legislation of importance to the water community. After the 1996 amendments to the federal Safe Drinking Water Act, he was named on the floor of the House of Representatives as having played a crucial role. In 2006 the AWWA Board of Directors honored him for his role in defeating a bill that would have prohibited drinking water utilities from recovering clean up costs if they were contaminated by petroleum products. Before his career with AWWA, Lt. Col. Warburton served for 25 years in the U.S. Army, retiring in 1992. Lt. Col. Warburton retired from AWWA in 2007. He passed away on October 1, 2008.
