The federal budget picture is so complicated that only a few members of Congress understand it. Disputes over the federal budget and spending are an annual event. Political posturing and ideological disagreements in an election year typically result in a budget impass and the possibility of a government shutdown. This article examines the federal budget process and the forces driving it.
