This article offers assistance, especially for small‐ and medium‐sized water treatment plants, for preparing the Initial Distribution System Evaluation (IDSE), as required in the Stage 2 Disinfectants/Disinfection Byproducts Rule (D/DBPR). The article discusses how to determine sampling sites, and provides an outline obtained from the U.S. Environmental Protection Agency (USEPA) that can be used in developing a standard monitoring plan. It is based on the experience of the medium‐sized Easton (Pennsylvania) Suburban Water Authority (ESWA).
