This article discusses challenges that exist in preparing for a broad array of potential threats, not just terrorism or natural disasters, and the need for an all‐hazards approach in planning an emergency response protocol. The article discusses four areas of a sector‐specific plan developed by the U.S. Environmental Protection Agency (USEPA) that include mutual aid, security practices and measures of progress, national response plan, and training and exercises.
