This report discusses the advantages of an annual maintenance program, like the one used by the Charleston region of the West Virginia‐American Water Company, that constantly upgrades and monitors its infrastructure instead of long‐term neglect, which leads to huge rehabilitation projects requiring special funding from Congress. The report discusses the advantages of sliplining with HDPE pipe as one method for rehabilitating infrastructure.
