The Commonwealth Court of Pennsylvania has ruled that the Pennsylvania Public Utility Commission (PPUC) had the statutory authority to order refunds of excess rates that had been collected from customers‐without consideration of the fact that the water utility's actual annual revenues were lower than those allowed by the PPUC.
