This report discusses digital cellular‐based supervisory control and data acquisition (SCADA) systems that utilize control channel cellular data services to transmit telemetry data to and from pumping stations, lift stations, and field instrumentation sites. In particular, it discusses how these systems performed during Hurricane Charley that passed through the state of Florida on August 13, 2004. Capacity and redundancy are discussed along with cellular response in an emergency, and the report concludes that the systems showed high performance during the hurricane.
