In his column, AWWA Executive Director Jack W. Hoffbuhr discusses continuous quality improvement, and states that the key to its success is a strong commitment throughout the organization to stay on the path to excellence. Hoffbuhr states that without commitment, the program becomes just another management fad and is quickly discarded. He goes on to describe a suite of quality programs that include the QualServe Program, Peer Review, and Partnership for Safe Water, that allow a utility to take the initial steps and then progress along the path to excellence. These programs were designed by utility personnel to assist in the identification of strengths and areas for improvement.
