This article discusses how water utilities are struggling with determining what the appropriate security improvements should be at each individual facility, now that the deadline for submittal of their vulnerability assessments has come and gone. The article focuses on areas where federal government help is needed, that include: providing more detailed threat information; cost benefit analyses (CBA) tools to help prioritize security improvements; tools to evaluate the effectiveness of security improvements; and, research to develop online monitoring methods for a variety of potential contamination agents.
