In his column, AWWA Executive Director Jack Hoffbuhr takes an imaginary look at the water industry in the year 2084, after the government has taken complete control of the industry because water and wastewater utilities could no longer deal with the burden of complying with 1,512 separate regulations. He goes on to ponder whether we should treat water to different levels of quality, especially when studies show that less than 1% of the highly treated water delivered to customer's homes is actually consumed.
