This article describes how, in an era of increasingly scarce water supplies and utility funding, an ongoing water loss control program at a small system can reduce costs, save water, and provide new revenue streams associated with inaccurate metering, billing errors, and unauthorized consumption. The article also discusses the effectiveness of leak detection surveys for small water systems. Case studies are given.
