This article discusses a municipal infrastructure planning and cost model (MIPCOM), a simple model based on an easy‐to‐use computer spreadsheet that allows planners to estimate what it will cost for a municipality to provide service to a new development and to estimate the municipal infrastructure quantities associated with alternative community development scenarios. MIPCOM was developed by the state of Utah's quality growth efficiency tools (QGET) committee specifically for use at the planning stage.
