This paper describes San Diego County's Emergency Storage Project and the completion of the first phase of building the Olivenhain Dam. The paper discusses the key component of public involvement to the success of the project and how the outreach program addressed a variety of key issues, including the project's purpose and need, funding, and economic analysis and environmental effects especially for those living near potential reservoir sites.
