The persistence of the drought has led numerous towns across the southwest to consider rate structure increases in addition to, and subsequent to, watering restrictions. Colorado Springs and Aurora have instituted postrestriction rate increases. The question is: What kind of demand responses to the rate increase can be expected in the face of preexisting watering restrictions? As explained in this article, the additional reductions in use may be much lower than expected.
