In his column, AWWA Executive Director Jack Hoffbuhr discusses the two viewpoints of whether the next major war will be fought over water, or whether water disputes act to unify groups and nations rather than to create violent conflict or wars. He discusses several points that are putting stress on the world's water resources that include: world population growth; demand for water for irrigation purposes; and, as new nations are formed, new international watersheds are formed, which can become sore points for conflicts.
