This article describes the Capacity Assistance Project (CAP) that was originally developed by members of what is now AWWA's Small Systems Division. The idea has evolved into a workbook, a self‐help tool that is intended to help the managers of small water utilities think through every aspect of their systems ‐ equipment, personnel, and rates ‐ as well as existing and future regulations that may affect the utility. This analytical process helps managers identify strengths, weaknesses, opportunities, and threats. To make this process relatively quick and easy, the workbook has been set up in a simple, fill‐in‐the‐blank format and attempts to address every aspect of a water system that should be considered.
