The efficient use of water that results from metering customers is widely recognized. But the available documented information regarding water savings accrued from metering is typically based on relatively small sample sizes. This article focuses on conversion of all single‐family residential customers in the city of Davis, California, from a flat to a metered billing rate in September 1998, and how it offered a unique opportunity to quantify the resulting water savings. The Davis experience allows documentation of the actual savings based on the experience of almost 10,000 customers in the Central Valley regions, where several unmetered water service areas still exist.
