This article describes an extensive organizational development program that East Bay Municipal Utility District (EBMUD) underwent in order to be more effective at meeting their mission, which is achieving key customer expectations while providing for organizational and business needs. The assessment recommended implementation of an organizational performance management system (OPMS). Key points of this system are given along with results.
