This article discusses the American Water Works Association's (AWWA's) recommendations to the new incoming Bush administration concerning the pressing need among local communities for financial help in upgrading water infrastructure. AWWA recommends two major steps: an expansion or reform of the Drinking Water State Revolving Fund and other existing programs and/or the creation of a new financing mechanism; and, full use of other avenues for increasing access to capital.
