In his column, AWWA Executive Director Jack Hoffbuhr discusses a document entitled, “Enlibra: A New Shared Doctrine for Environmental Management.” It recognizes that new methods were needed to make the difficult trade‐offs called for in environmental and public health protection. Enlibra proposes eight principles to bring order and rationality back to the decision‐making process, the most important of which is developing a performance‐based system to reward results rather than continue with the existing contaminant‐by‐contaminant inquisition. To be successful, utilities will have to take a leadership role in defining and adhering to high standards of performance and continual improvement.
