A nonprofit water service corporation did not retain protections against municipal encroachment afforded under the Consolidated Farm & Rural Development Act to federally indebted water service associations after it retired its federal indebtedness by buying back its notes and canceling them, according to the US Court of Appeals for the Fourth Circuit.
