This case before the court of Appeals of New York concerned which governmental entity had the authority under state and New York City laws to determine the proper methodology for calculating the amount of water consumed by non‐ New York City municipalities drawing water from the city's water supply system and to fix the water rates. The court ruled that the authority rested with the city water board.
