This article discusses how the US Environmental Protection Agency (USEPA) is building on successful state requirements and practices in developing the Ground Water Rule (GWR) for promulgation by November 2000. Best management practices (BMPs), which are required by state regulatory agencies are discussed as a way of giving attention to all aspects of the public water system including well construction, and operation and maintenance.
