This article discusses the considerable obstacles facing small communities that want to improve their drinking water infrastructure. Specifically, the article discusses the establishment of the Drinking Water State Revolving Fund (DWSRF) as part of the 1996 Safe Drinking Water Act (SDWA) amendments, and how the program provides additional options and flexibilities for smaller, less affluent systems to more easily afford the construction costs associated with needed infrastructure improvements.
