The Safe Drinking Water Act (SDWA) amendments of 1996 created the first ever state revolving loan fund (SRLF) for drinking water infrastructure. The amendments authorize a total of $9.6 billion for fiscal year 1994 through fiscal year 2003. These funds will provide relief for many financially strapped systems in need of federal assistance to fund improvements in order to comply with SDWA and related regulations.
