In September 1994, St. Clair County of Illinois filed condemnation complaints to acquire four parcels of land totaling 200 acres (81 ha) in connection with construction of a joint‐use airport at a military base. The airport took approximately 80 acres (32 ha) of wetland forest out of service. One state purpose for the condemnation was for wetlands mitigation. At the conclusion of the hearing, the trial court awarded the owners of the land a total of $300,000 for the land.
