The Safe Drinking Water Act (SDWA) has not yet been reauthorized, but some recent developments are encouraging. The Senate unanimously passed S. 1316, a bill that would reauthorize the SDWA. The bill includes changes to the standard‐setting process, establishment of state‐run loan programs, and return of discretionary authority to the states. That the bill was passed by a vote of 99‐0 in the Senate despite environmental lobbying groups spending a lot of money to defeat it, is a strong statement regarding a widely held belief in the need for such changes. In light of these anticipated changes, Ellen Miller asked three small system experts‐‐Tom Duck, Neil Groshong, and John Sadziwicz‐‐what small systems can do now to begin preparing for the reauthorized SDWA.
