The Unfunded Mandates Reform Act (UMRA) of 1995 was signed into law March 22, 1995. The subject of contentious debate in Congress, this new law is expected to have sweeping consequences on the federal legislative and regulatory process. Implications of the UMRA are reviewed in this article.
