By taking a comprehensive look at their potential SDWA compliance liabilities, small systems can identify potential problems and opportunities. To be better prepared for the future, many large utilities have embarked on a formal process of strategic planning to assess their total SDWA compliance liabilities. Similarly, small systems can improve planning and outcomes by undertaking such a process. Using the simple approach outlined in this article, small systems can better predict total costs before they begin making the first incremental investments. The potential benefits of such planning are greater today than ever before. This article offers a guide to the key questions that need to be covered. It was taken from a longer piece developed as a project of AWWA's Small System Guidance Committee.
