The American Petroleum Institute (API), one of several petitioners, challenged regulations issued by the US Environmental Protection Agency (USEPA) that established groundwater monitoring and cleanup standards for any waste disposal site above an aquifer, even one contaminated to the point of uselessness. The US Court of Appeals for the District of Columbia upheld the regulations.
