In May 1986 Wichita Falls, Texas, prohibited any connections for water service outside the city limits. Two years later, Billy G. Melton requested water service from the city to his residence outside the city limits. He asserted that his home was similarly situated to those of other non‐residents who received such service under a prior ordinance.
