They address needs and concerns of water utilities from a practical standpoint; they are not intended to reflect official positions or policies of AWWA. Robert J. Saner, of the Washington, D.C., law firm White, Fine & Verville, and Frederick W. Pontius, AWWA associate director for regulatory affairs, prepared this summary of existing federal groundwater statutes based on a larger groundwater legislative project conducted by the AWWA Groundwater Protection Technical Advisory Workgroup and financed by the Water Industry Technical Action Fund.
