Joseph A. Cutruvo left in April as the director of the Criteria and Standards Division of the USEPA Office of Water, a position he held for 14 years. Cotruvo suggests that public concern about water means the public finds contamination of drinking water an outrage, even if the risks are small. Public water supplies should not only be safe, they should be perceived to be safe. Cotruvo sees room for improvement in the operations and water quality of many utilities. Although the industry is generally in pretty good shape, he feels it can be improved, and the public should hear the industry asking the right questions and see the industry taking appropriate actions that address their concerns. He sees many challenges ahead for the industry.
