Mr. Hawkes writes in response to William Falcone's letter in the January 1990 JOURNAL. Mr. Hawkes believes that citizens have learned that leaving public decisions, such as water management, to “experts” has frequently lead to disaster. Mr. Hawkes believes bureaucrats are employed to implement, not set, public policies. He sees the rationale for the recent wide‐spread citizen participation in water resource affairs as a response to the industry's admitted, even by Mr. Falcone, lack of wisdom in respect to past water use.
