Mr. Falcone writes that for too long the water supply industry has allowed others to dictate the path it should follow. It is time that the industry take a stand, especially when USEPA and the White House Council on Environmental Quality suggest that population growth can be controlled by cutting back on water supply. Mr. Falcone believes that growth can be controlled but not stopped and that people opposed to development of new water supplies will leave the next generation without sufficient water to grow and prosper.
