Congress has, in effect, taken back the regulatory authority over drinking water that it once gave to the US Environmental Protection Agency. This action, evidenced in the 1986 amendments to the Safe Drinking Water Act (SDWA), augurs enormous practical consequences for US water utilities. Members of Congress rely on the committee system and the committee staffs for background information. The water industry has to become more effective in dealing with these decision‐making committees. The industry also needs to demonstrate to other senators and representatives that the concerns of local water utilities and rate‐payers merit their attention. AWWA and its sister organizations are moving to do just that.
