It's time for water utilities to take an assertive, active role in the community—the time for simply reacting to the issues is gone. In Portland, Ore., the bureau of water works has implemented a communications plan that has made the utility an involved public agency. Stretching beyond the obvious goal of informing its consumers about water issues, this utility has become a visible, involved part of its community.
